To all stakeholders having an interest in lighting,

An announcement on Canada's intention to phase out inefficient light bulbs was made on April 25th, 2007, by the Minister of Natural Resources Canada (NRCan), the Hon. Gary Lunn. See web link: http://www.nrcan.gc.ca/media/newsreleases/2007/200735_e.htm

On June 27, 2007, Natural Resources Canada held its first consultation meeting to discuss proposed performance standards for light bulbs in Canada.

NRCan presented Canada's first proposed standard and implementation schedule to amend Canada's Energy Efficiency Act. This meeting was attended by provincial governments, utilities, manufacturers, suppliers and non-government organizations, and was part of the consultation phase of the regulatory process. Following the June meeting, and upon NRCan's request, we received several written comments from stakeholders on the proposal, and we have reviewed it to address concerns raised.

Attached please find a bulletin describing the new proposed amendment to eliminate inefficient lighting in Canada. The legal text of the amendment will be published shortly in the Canada Gazette, Part I.

Sincerely,

John Cockburn
